Not sure what that second one means exactly. It's something Jesse May once said on a late-night poker show. Makes me laugh though just thinking about it.

Russian, actually former Soviet Union, submarines were known to be very dangerous vessels upon which to serve as they were not always made to the most exacting standards. In other words, they had breakdowns while out at sea more often than they probably should have had they been of better construction.
