Say there is an offshore "cashmanbrian" who buys and sells chips. You still have to get money to him to pay for the intra-site transfer. Even though cashmanbrian isnt in the business of betting or wagering, he is part of a "network" that facilitates getting money into a gambling account. He faces the risk of prosecution, no different than neteller. |
