Ok, OP, you seem to have come to the forum to explain to us every excuse why you shouldn't speak to her. That is not what you're trying to accomplish.

First, forget about her boyfriend, he doesn't matter. If she wants to date you she will. If you love her as much as you say, she won't even remember his name 15 years down the road as y'all live happily ever after in a house with 2.5 kids.

You say you're comfortable when already speaking to her, good, use that. Here's where the toughest part comes in, the transistion. So instead of making it super tough and complicated, make it easy. Given, it won't be easy in your mind, but simple is better. When you feel the end of one of these great conversations closing up. After she says her last sentence, just stop, look into her eyes, and say "Would you like to go to _______ with me on _______ night?" Fill in the blanks with appropriate stuff.

She'll either say yes or yes, but I can't on that night, or no, I have a boyfriend or no, some other reason.

Whatever her answer, all this anxiousness that you've built up will be over, and you'll have your answer, and if not an exact answer, a pretty damned good hint as to where it's going from there.

The last thing you want is for her to marry Votech guy and you live with regret for the rest of your life, inaction is the key to this choice.

Fwiw, I'm not stating any of this as a PUA or anything, just a 35 year old man whose been around the block a few hundred times.
