Why does he allow such suffering, pain, hatred , cruelty and evil to exist in the world?

The ability to be cruel, hate, and do evil are intrinsic abilities to beings created with the attribute of free will.

In addition to this world being one of duality: good/bad, wet/dry, light/dark, etc. Can't have one aspect without the other.

I don't expect you to defend this silly belief, but at least pick better examples. Light/dark and wet/dry aren't dualities. Hell, nothing scientific is a duality - you'll have to stick to intangibles if you want to be credible.
