I guess I should ask " Overrated by whom? " or who? who or whom [/ QUOTE ] Whom. Whenever the word is an object in the sentence, use "whom." In this case, "whom" is the object of the preposition "by." Example: "Who raise the pot?" vs "The pot was raised by whom?" Too bad grammar is easier than poker.
