Villian makes a very weak bet on the turn, I would wait 5 seconds and then raise it up to 14 dollars after his bet. Make it look like you are trying to represent a three, but he won't put you on any unconnected/unpaired low cards because you raised preflop. A pair of three is very unlikely to have, especially when you play it aggressively.

Most people slowplay hands like this. If you don't play your good hands aggressively, your continuation bets and second or third barrels won't make any sense in case you are bluffing. It's your second hand at the table, you want to show your opponents that you are going to raise with solid hands.

In your case, where you didn't show any strenght on the turn, I would have check raised the river, even if you think there is no point in raising. There is nothing to lose by raising instead of calling on the river. You have the nuts. The pot is already big after his 20$ river raise, so he might have felt pot commited there.
