Probably raise his limp here too, changes the whole dynamic of the hand and makes your decision a lot easier. As played I fold here.

An overbet is usually a bluff or a monster, in my experience its almost always monster on these stages. I'd bet 1/3 of my bankroll (not very much atm) he had 46 or A4.
Anyway, i fold this in a heartbeat. And yes, raise preflop.
