The casinos make almost the same rake money on a $2 cash game then they do on a higher cash game. Therefore there is no need for the Seminoles to try and push high stakes games.

Tournaments are different. They make a much higher rake providing $140 to $1000 SNG then they would if they provided $45 SNG. The legislature never had rules before regarding the tournaments so the seminoles interpreted their own rules. In pari-mutuel the legislature sets the law and Florida Division of Pari-Mutuel Wagering then creates the rules that the cardrooms must follow. The Seminoles are not bound by these rules. Only by the letter of the law.
