I disagree. You shouldn't take a QB #1 overall just because you need a QB. Quinn isn't worth the #1 pick, and Russell certainly isn't. Both of them would probably fail on the Raiders, because the Raiders have so many holes all over the roster.

If I'm the Raiders I'm taking CJ or JT and either taking a chance on someone like Drew Stanton or hoping a better QB prospect comes along next year (or both).

This is correct.

Quinn projects somewhat well, but not #1 overall pick well.

Russell projects rather poorly. Quarterbacks with that few starts (he had 29 at LSU) have a horrible NFL track record.

Russell's passing numbers are similar to Vince Young, and Young also started very few games (33). But while Young is a moderate (at best) passer, he is an elite runner. Russell is not.

Denver sent their second and their first #21 to Houston for the #10 pick. If Denver stays at 10 its to grab Carriker or Okaye. But they're building a bigger deal to get up to #2.
