My friend's father did this and it worked. He was flying from Minnesota to California and it was too warm for the dog to be in the cargo hold so he explained to them that she was a epilepsy dog and she walked through security and sat on the floor for the flight. No vest needed. If it matters, he's foreign and a doctor, so used to lying to people and getting his way.
