Ok, he did not sign the capitulation himself, he just authorized others to do it. Hmmm, maybe it is when he gets arrested, he is dressed similarily in the trial, or maybe when he reads a message and realizes it is game over?

And the "tea" may be that coffee-substitute they made during the war. If so, it shows really the end when even the leader can't get real coffee anymore.
