Happens all the time, where someone says “You Win, I only have the bottom pair or Ace High’ and ends up winning the pot. Cards speak, unless they mucked their hand.

What got me upset on one occasion was where the player says “You win, I got nothing and show their cards”, and after I show my hand of two pairs, The dealer correctly points out and say to the other player, sir you have a straight, the winning hand and push the pot. The dealer then looks at me apologetically and said that Cards speaks.

Why would that get you upset? Assuming that your opponent actually showed his cards -- instead of saying, "show their cards," as your post indicated, but which wouldn't make sense -- then cards should in fact speak.
