It seems to me like Neteller (or any other) are not required. I just need an offshore bank account (which I use for all my good and bad foreign investments) who will take my account. They will then send me a wonderful Visa bank card to withdraw my money. All this is in existence today. Then I just need an international ISP with a secure connection to do my secure banking (or poker playing). Since the violators of the law - the bank and the ISP - are in a place that approves and caters to such activities they will be safe. That leaves me as the only criminal left that can be prosecuted. I think this is doubtful as going after the players has an awful big brother feel that politicians are likely to stay away from. Certainly the industry will have time for a counter-offensive lobbying effort before that happens. So, the government’s last resort will be to outlaw offshore accounts and / or access to ISPs in these countries. That would be difficult and would likely give the WTO lawsuit even more power as it would be a restriction on banking and internet service providing. The ISP is likely to be much less of a worry because it would be difficult for the government to keep up trying to track them down.
