A win and loss is a loss. A win and tie is a push and you get your money back, therefore pushing the 2nd leg after a loss is the only way to get your money back. In teasers with greater than 2 teams a tie reverts the tease to a lower payoff but since this is impossible for two-teamers the bet is no action. I am pretty sure every online book pushes two-teamers that have a tie and in general FAQ or T&Cs >>> customer service when it comes to online books.
