First, many sites have a mostly European player base, including Microgaming/Prima network, CryptoLogic network, PokerRoom/Ongame network, International/Boss Media network, B2B network, Tribeca network, Pacific, iPoker network, Everest, Tain network and Ladbrokes. All of those sites tend to have their peak around 2 pm Pacific/5 pm Eastern. The more American-centered sites tend to have their peak around 8 pm Pacific/11 pm Eastern, which is near the front end of your range. I'd say the peak hours in terms of traffic are more like 8 pm - 1 am Eastern. The peak hours for drunken playing may be a bit later than that.
