In France the climate is normally very temperate so most people, especially the elderly, do not have air conditioning BY CHOICE. However, global climate change (global warming, of course) means that they will have to change or risk this. This is a failure to be prepared for a change in the climate by the elderly (primarily), not a failure of the economy.
