"Action out of turn may be binding." Generally this raise should not be required to stay in the pot sicne the intermediate player called, if he had folded I would require the raise to remain.

For places that want to enforce out of turn action what would the OP have to do if he states "raise" out of turn and then the player that hasnt' acted yet wants to raise? Does he then have to make it 3 bets? have to call?
