I don't know much about Federal prisons, but I would assume they aren't much different. I do know that you usually get sent to a Federal prison that's not in the same state where you commited your crime.

There is no such rule. It may happen that a person gets sent out of the state a majority of the time, but that is a function of bed space, rather than any policy against keeping people in state. In fact, federal judges usually have no problem recommending that the Bureau of Prisons designate a person near to their family. While that request is not binding, the Bureau of Prisons usually takes it into consideration.
