TÜV every two years to check if the car is still ok dunno how much it costs but maybe 40 Euro.
One time registration fee for getting a license plate of like 10 Euro. + taxes (both on the ownership of the car + on gas) + insurance ldo taxes are between 6 and 40 Euro/year per 100cm*cm of displacement depending how environment friendly the car is
