We have Excel and PowerPoint files all throughout our company with "created by" names that are in no way connected to the actual content. People like a spreadsheet or presentation and modify it for their own use without bothering to change the name in the properties.

Right, definitely possible. But the reason why that is less likely is because this is not a template (I don't think). It appears to be pasted from a web interface of some kind.
