1 is not very aggressive, but you didn't say HOW he hasn't been respecting your cbets... in other words, if he simply just doesn't fold, then that is much different if he doesn't fold but also bets every turn when you check.
The point is, the 1 indicates that he is passive postflop, so based on that I wouldn't expect him to bet the turn very often. So I'd much prefer to bet myself when I expect my opponent to call with basically any piece. You protect vs. draws and you get value out of 1 pair hands or better.
But if he's been betting the turn when checked to, then check/raising the turn can be ok as well.
Really it's hard to say what the optimal line is w/o knowing a little bit more about how he plays postflop. In a vacuum against this type of opponent I'd rather just fire a 2nd barrel on the turn.
If I check/raised the turn, I would make it more and I'd shove any river.
