How is there debate on this? What are the points in the Yes direction? He's a robot. Whether you believe that biology crap about metaclorians or not, the force is an interaction between living things. Is there any reason to believe he's sensitive?

My real question is why an ASTROMECH droid gets to go all over the place. "Oh, Princess Padme and bad-ass jedi Anakin, go on this ship to wherever, disguised as refugees. BUT TAKE THIS ASTROMECH DROID WITH YOU"? They don't have any more subtle/defensive/better robots than the one Anakin happens to use as a mechanic?
