Person to person transfers. [OP is a "MUST read", or be scammed!]

My buddy xfered one of his old buddys $1k on stars for $1k in cash, but his old buddy has now done a runner keeping the $1k. They were meant to be seeing each other the next day, and because they were buddies he thought it was safe...obv not.

Does my buddy have any standing if he complains to stars about this guy, who isn't playing the account atm, as far as we can see. All conversations where over the phone apparently, so not much hardcore proof...

I don't have all the details, but my buddy isn't on 2p2 so I said I would ask around for him...any ideas of what he should do?
