Good thread, I wouldn't try this in almost any circumstances in a car but on a bike I suspect it could be very easy to get away in urban areas with train tracks, pedestrian walkways etc. check out this advanced planning http://www.gmap-pedometer.com/?r=1208791 that cut is through a schoolground not accessible to cars, the fastest way for the cop to catch up would be to go south, west and then up that street again, by then on a bike you could be long gone as that stretch only has 1 stop sign with little traffic. the next closest fastest route for the cops would bring them all the way around the train tracks south, east and then north.
