and this is just weird and why wouldn't we lynch a peeked wolf?

Earlier on D2, Shorty basically just ignored the fact that Neil peeked Luckay, saying that Luckay was a good vote for other reasons (like he wants to take credit for Luckay being evil independently of the peek)

But then he wants to push LC > Luckay which seems reasonable because its important to get villagers lynched.
