Yes and no. Obviously the second deposit is collectible. However that would really defeat the purpose of the policy if they just allowed anyone who won to redo the deposit since they still couldn't collect from anyone who lost. Clearly they view it as two seperate deposits in that case...one uncollectible and one collectible.

Really as bwana said they shouldn't allow uncleared funds into play. It's just a better policy IMO.
