§29-22C-21. Betting limits; operations and services.
(a) Notwithstanding anything to the contrary contained elsewhere in this article, a racetrack licensee may, as agent of the commission, in the exercise of its business judgment, determine and establish the following:
(1) Minimum and maximum wagers;

So, at least the state will keep is nose out of stakes!
