2 royal flushes in same hand, who wins?

No poker book I have ever read nor any set of rules mention suits as a factor in the ranking of a poker hand.

I have, however, heard and experienced claims for a large variety of supposed rules pulled right from the rectum to try and win a pot. They are usually called "local rules" and considering where they come from, thay're a little too local for me.
