UPDATE:

Estimate on the roof came back at $6,250. I decided to forget getting the roof negotiated in. I told my agent to make it clear I was willing to take on the task of having a new roof put on to help make the deal work. I countered at $255,000 with 3% purchase price credited towards my closing costs (effective price of $247,350).
