It's not really a matter of time or hands played on an individual level. Statistically, you will win in the lottery only once in 3000 years or something, yet, every week someone wins without being 3000 years old. One could be a poker savant and start off with a 20 BI downswing. Or, he could be a total donk and win 10PTBB/100 over his first 10k hands.
Of course, most of the time downswings are at least partially caused by bad play but that's no proof that in an individual case bad play is really the issue. Neither is rapid succes proof that someone is a good player.
