i think the reasonable suggestion is for them to ask before voting on the floor about what effects might be felt in terms of relations/economy if the wto imposes sanctions in response to the usa knowingly violating its ruling. saying, "i'm a gambler and i like to gamble!!" isn't much of a sell imho.

You might want to make this a pro-civil liberties, or something to that affect, the pinkos really eat that kind of stuff up. jk, but I think more senators would be "pro-civil liberties" than pro-gambling as astro said.
