Why should the human brain - unlike the rest of the body - for some reason have been immune against environmental selective pressures for the past 200.000 years?

Is it really inconceivable that intelligence might have given a greater selective advantage to someone living in a city and supporting themselves through business/medicine etc (Ashkenazi Jews), than it did to a person living in a hunter-gatherer society in Sub-Saharan Africa without any written language.
