If I knew that stopping his deed would make anyone's hand be cut off, I wouldn't want his deed stoped. I'd let a 1000 cats be tortured and killed to save the hand of anyone. I think the reason for that is that you can argue the value of an animal (and it depends on culture and other things), you can argue that an animal is just a thing that we humans can do with as we please, etc, etc. but I think its a lot harder to argue the value of someones hand. Even someone who thinks a cat is sacred and anyone who kills or tortures a cat should have his/her hand cut off. If you tell that person, "Ok, I like torturing and killing cats, cut my hand" but only if you let me cut your hand, because you like killing cockroaches and to me those are sacred", I think its very likely that the person will compromise, because all in all, they both will agree that a hand is worth saving even if it means torturing and killing any animal, just for the heck of it."
So the hand for me is out of the question. But how much discomfort would I want the torturer to go through if it stops a cat from being tortured and dying. Well, thats a hard one but I think I would accept discomfort on that person that is comparable to the average of what other people have suffered as a result of him killing the cat (maybe a tiny tiny tiny bit more to account for the cats sufferng).

For example if a little girl walking by sees the deed, and is horrified and starts crying. I would like something done to that man that makes him be horrified and start crying. Not because I care about the cat but because what he did had a negative effect on another human, and I do care about humans.
