Coincidentally or not, you picked just about the only crime for which your statement might be accurate. Link to 2005 UCR. Gambling is the only other number above 50% for blacks, while murder and prostitution are the only other ones above 40%.

It may or may not save a few lives among the people left behind. It would almost certainly cost many thousands of lives (and probably much more) among the people being shipped to Africa. I'm guessing that's not a significant concern of yours, though.
