Could anyone make a new building a bankroll for beginners?

I read the pinned topic on this thread and read the linked building a bankroll for beginners. It is about 3 years old now though so kind of outdated in its bonuses and what sites you should start at then go to, especially with the US gov. making it harder and harder to transfer money. I am on pokerstars right now and I got the $50 bonus signup but was wondering what would be another good site that's active and hopefully has single table tournaments that I could get a nice bonus for signing up.
