if you can use your credit card/debit card to fund an epassporte account you can deposit $100 there instantly (that's about how much you'll need to cover everything); order a visa card which will take at least a week to get to you; make a min deposit to full tilt and then withdraw whatever you want to your epassporte account (this took a couple hours for me); increase your atm withdraw limit to $600/day and find an atm that will let you withdraw $600 at a time. I used the above method and it took about a week and half to start getting money using the atm card.

if you can't use a credit card/debit card to fund your epassporte account it's going to take a lot longer to do it with a bank account.
