Fake Winning Lottery Ticket Causes Ecstasy -- Then Fury. What Now?

Once upon a time, someone I know very well in NY mailed a man living in New Jersey a letter saying that they've won two tickets to The Producers on Broadway. The tickets were attached. The person went to The Producers and all was well until, coming out of the show, he got served with a lawsuit.

The differences between that guy and your brother:
1)the lawsuit eventually got thrown out for fraudulent service (oops), whereas your brother is still broke
2)to my knowledge, the NJ guy was never prosecuted for murder
