Victims of RAKEBACKOFFERS.COM and THEMONEYBACK.COM

Has anyone heard anything from them or received money? When their sites were down they wrote me an e-mail that "70% of all payments have been done". Was rather surprising for me as I think I was one of their "biggest" referals with more than 1500$ generated for August. Is there any possible way to find out who stands after these domains and have them punished?
