Default Nut draw facing a flop lead

Villian is 26/20/5.6 through 260 hands he seems kind of lost in the game, probably the fish at the table. I think he may have just moved up levels or is maybe from another site. I have been raising about 15% of hands at this table. He calls a lot out of position i.e. the blinds and normally folds to cbets, or cbet then turn bet. I have yet to see him lead into me, is this a red flag? Or could he just be trying to switch it up on me? Is it wrong to give him that much credit?

PokerStars No-Limit Hold'em, $4 BB (6 handed) Hand History Converter Tool from FlopTurnRiver.com (Format: 2+2 Forums)

SB ($623)
BB ($426.20)
UTG ($186)
MP ($1766.20)
Hero ($400)
Button ($400)

Preflop: Hero is CO with A[img]/images/graemlins/heart.gif[/img], Q[img]/images/graemlins/heart.gif[/img].
<font color="#666666">2 folds</font>, <font color="#CC3333">Hero raises to $16</font>, <font color="#666666">1 fold</font>, SB calls $14, <font color="#666666">1 fold</font>.

Flop: ($36) 9[img]/images/graemlins/heart.gif[/img], 8[img]/images/graemlins/diamond.gif[/img], 3[img]/images/graemlins/heart.gif[/img] <font color="#0000FF">(2 players)</font>

SB bets $28

Hero?

Final Pot: $36

I put him on a range of hands:

equity (%) win (%) tie (%)
Hand 1: 46.6063 % 46.58% 00.03% {AhQh}
Hand 2: 53.3937 % 53.37% 00.03% {QQ-88,33,A9s,JTs,T9s,98s,A9o,T9o }

Is that a good range given information on villian?

Given that, is my best move to make it 90 on the flop, flat call? What is my move if he pushes my 90 bet?

Thanks
