The meaning of the bill's language on this issue has been a major point of disagreement among analysts of the bill. So this statement by Frist is very important imo. It shows the Intent of the drafters of the Bill. While such Intent does not dictate a Court's interpretation of the Bill's language, it does indicate the Regulations likely to be enforced - or attempted to be enforced.
