Who sells PC's w/o OS?

Anyone know who sells PC's without an operating system installed?

I have windows and don't want to pay for it again, and besides always wipe new PC's to get rid of all the OEM crap that they always install. Limited versions, trials, PC health crap that never works, etc..

I know dell does if you get one from their server line, but I would prefer a minitower or desktop.
