Speculation about the long term future

In doing a thorough reading of the actual bill, it seems that they may be trying to create a window for US States to individually legalize poker rooms ( page 222). I have been wondering why Frist has been pushing so hard for this bill. I know hw has presidential aspirations, but it seemed like there was more to it than that. If a State was to legalize a poker room and collect ALL revenue, this could be a HUGE moneymaker for that State. Thoughts?
