Just for people who don't know, the Senate uses a quorum call so that members can have private discussions. It's like calling a break, but without having to vote for a formal recess. So they call for a quorum call, which takes about 4 - 10 minutes, have their conversation, and just break off the quorum call when they are ready to continue.
It's not stalling or anything... they're probably just working out a few details on unrelated matters. |
