Please tell us about your large team. Who they are and what they are doing would be a great start.

Also, what do you think you gain by all your speculation? Why is it so important to guess, rather than wait for confirmation? Let's say for sake of argument that your right and tommorow the news comes out that its not on the DOD bill. What did you gain by telling us this today? Do you play poker?
