Peter, if they deal out nine hands and then distribute them to the players, tossing out any left overs, it looks the same to me.

Edit: If they are doing something like XORing the RN with the entropy, and the entropy is 0, you get the RN back again. If the RNG gets the same seed on reboot, you get the same RN--> same deck. I think that's how it would work.
