Why is the speed limit the fastest safe speed? That is after all the under lying assumption here. Maybe the speed limit should be 10 mph everywhere. THINK OF HOW MANY LIVES IT WOULD SAVE! oh oh or we could all walk. THINK OF THE CHILDREN!!!!!!!!!!!!!!!!!!

Are you trying to say that higher speeds do not result in higher risk? Studies have shown the correlation between accidents and speed is roughly the same as blood alcohol levels.

Also, the speed limit is never the "fastest safe speed" for that road. The speed limit is usually set to 10 under the "fastest safe speed" as well as a number of other factors (schools, pedestrian areas, shoulders, medians etc...)
