No, if he's smoking 1/8 to 1/4 every day, then he's got a serious problem, and it's very unlikely that being an occasional smoker is an option for him. Would you tell someone who downed two liters of vodka a day just to have an occasional drink or two?

Okay, I agree with your first statement that being an occasional smoker may not be an option for him. However, I had only seen replies that said to quit and never do it again. I had to at least suggest that smoking in moderation might be another option.

If I knew someone who drank two liters of vodka a day, then I wouldn't tell them to have a drink or two a day, and I wouldn't tell them to stop cold turkey and never do it again. I would give them advice similar to the following:

"If I was quitting right now, I might gradually try drinking once every other day, then every weekend, and then cut it down to once per week or so whenever you feel like relaxing by yourself or enjoying the company of a few friends."

Maybe if the OP gradually got off of his habit, he could find a healthy medium instead of thinking he has to smoke a quarter a day or none at all.
