For poker players you are all so passive-aggressive. Tea bagging and throwing dirty dishes in his room? If you really want the situation to change you need to have concrete demands and deadlines. For example, "You have to move the lathe out of the common areas by Saturday," or "You have 60 days to move out."
Obviously you all don't hate him all of the time or you wouldn't have signed again. Let him know that you aren't doing this because he is a bad person or because you don't like him, but because he is disrespectful and hasn't showed a willingness to change or contribute to making the apartment a decent place to live. It is likely that he will forego whatever legal options he has and instead just move out. It seems that politeness and rationality breeds politeness and rationality, especially when backed up by deadlines, concrete facts, and a sense that the other party is willing to back up their claims with action.
