This was explained in a Bill Simmons article where he speaks with those who made rounders.

They cut out a scene where the Judge knows the owner of the check cashing place and calls in the favor to get the check cashed and also to waive any fees so he would be charged the usuals % in this type of instance. It was cut because it was deemed to be unnecessary but obviously it may have been as many people mention/discuss it.
