Akward Business situation

I did a website for a client (a restaurant), they hired me about 2 months ago, I finished it about 1.5 weeks after they hired me, took about 35 hours @ 40$/hour. I didnt bill them becuase Im usually at the reatstaurant all the time, but due to not having any onsite problems, an hour drive etc, I never billed them.
I went to show another restaurant owner my work on the site almost 2 months later, and it was down. the site had the defuault under construction page back up. When I finished the site, I checked the next day (almost a full 24 hours later) and everything was in order. I called the restaurant right when I found out it was down, and asked if they got any emails etc from the hosting co, they didnt. So I have no idea want the hell happened (nor does the hosting co that I contacted today). I havent billed. Do I knock off some money for something that realyl wasnt my fault, but I have no way of proving it wasnt? The owner because of a death of one of their workers didnt get to see the site while it was up, it was a week after I told him it was done before he could look at it, and it was down (although he never called to say anything, he said he was super busy)??


PS for you web design guys, how much do you charge for a basic website, and how long does it usually take?
